California’s Smog Check Program includes VIN-matching safeguards intended to prevent issuance of mismatched smog certificates. One of the most significant of these safeguards is certificate blocking. Certificate blocking allows the BAR-OIS system to compare the VIN stored in a vehicle’s onboard computer against the VIN associated with the inspection transaction. If the VINs do not match, the system can prevent issuance of the smog certificate. This safeguard has important implications for fraud prevention, human error prevention, and enforcement reliability.
